SkypeIn:
Skype only allows you to talk freely with other people with Skype installed. If you want to be reached on your Skype line, you will need a SKypeIn number. It costs €10 for a 3 months subscription or €30 for 12 months. Skype Voicemail comes free with any SkypeIn subscription purchased.
SkypeOut:
You will need to subscribe to SkypeOut if you want to call your friends' home number (landline) or mobile. In order to use SkypeOut, you will need to buy some Skype Credit for your account. Skype Credit will remain active for 180 days (6 months) after your last SkypeOut call. SkypeOut global rate costs €0.017 per min. and destinations include most countries in Europe, US and the UK. Individual rates applied for destinations not charged at global rate.
